Ethics Statement of Principles: Our overriding philosophy is that the public's right to know about matters of importance is paramount, but that right is not absolute and must be guided by statements and principles of ethics. The Erie Times-News has the responsibility as surrogate of its readers to be a vigilant watchdog of their legitimate public interests and concerns, but not at the risk of breaching or compromising ethical professional behavior or damaging credibility. In every case, we strive to achieve balance and fairness in all reporting, news stories, photos, graphics and layouts. Fairness should be used in sourcing, writing, editing, photo play, graphics, layout and headline writing, representing all sides of the story as the minimum requirement. Maintaining the integrity of the newspaper is our highest priority. At the Erie Times-News, credibility is our most important product. It is what we offer our consumers. Our newspaper cannot be produced without it being cloaked in ethical journalistic tenets of behavior in our every endeavor. Our goal, within the bounds of these tenets, is to be the leading and most authoritative voice of news and information in our circulation area.
1) - Truth, plagiarism, sourcing and attribution.
We seek truth and report it. Journalists should be honest, fair and courageous in gathering, reporting and interpreting information.
All stories will be based on facts as we know them to the best of our knowledge, ascertained by commonly-accepted ethical journalistic standards. Presenting another person's work as your own is cheating and will not be tolerated. Materials of other writers and publications will only be used when they are attributed to the source. Materials from other sources, such as wire services, newsletters, press releases or other newspapers, must be clearly attributed in the body of the story or in a credit line at the end of the story.
All sources will be named, with the following exceptions:
A) - Victims of sexual crimes who agree to interviews, but
request anonymity.
B) - Sources who provide confidential information unavailable
from any other source, and only after attempts to obtain
the same information have been made from conventional
sources, and only with prior knowledge and authority of
the reporter's managing editor and executive editor.
C) - Publishing the source's identity would likely cause danger.

executive editor is required prior to publication of the
source's material.)
Citing unnamed sources should not be a convenient alternative to examining records or finding a credible source willing to be named. Anonymity should not be used to reward or protect dependable sources. (Who is using whom?)

In a few simple words to live by, journalists should:
· Test accuracy of information from all sources and exercise care to avoid inadvertent error. Deliberate distortion is not permitted.
· Diligently seek subjects of news stories to give them the opportunity to respond to allegations of wrongdoing.
· Identify sources whenever feasible. The public is entitled to as much information as possible on sources' reliability.
· Always question sources' motives before promising anonymity. Clarify conditions attached to any promise made in exchange for information. Keep promises. (Note: See "B" above.)
· Make certain headlines, teases and promos, photos, graphics and breakout quotations do not misrepresent or distort. They shouldn't oversimplify or highlight incidents out of context.
· Never distort the content of news photos. Image enhancement for technical clarity is always permissible. Label montages and photo illustrations.
· Avoid misleading re-enactments or staged news events. If re-enactment is necessary to tell a story, label it.
· Avoid undercover, surreptitious methods of gathering information except when traditional, open methods will not yield information vital to the public. When this technique is used, only with approval of senior editors, such methods should be explained as part of the story.
· Examine their own cultural values and avoid imposing those values on others.
· Avoid stereotyping by race, gender, age, religion, ethnicity, geography, sexual orientation, disability, physical appearance or social status.
· Support the open exchange of views, even views they find repugnant.
Whenever in doubt, ask yourself if you would feel comfortable with an explanation of your professional behavior and methodology in a Page One story.
2) - Misrepresentation
Misrepresentation of a reporter's identity or purpose for obtaining material is considered a serious breach of journalistic ethics. In rare events, the public's overriding right to know might supercede this policy, but only with the advance approval of the reporter's managing editor and the executive editor.
3) - Errors and omissions
The Erie Times-News and its editorial staff will guard against inaccuracies, carelessness, bias or distortion through commission, omission or technological manipulation in text or images. It is the policy of the Erie Times-News to acknowledge substantive errors and correct them promptly.
4) - Integrity and disclosure
The Erie Times-News strives for impartial treatment of issues and dispassionate handling of controversial subjects. It provides a forum for the exchange of comment and criticism from readers when such comment is opposed to the newspaper's editorial position. Editorials and expressions of personal opinion by reporters and editors are clearly labeled.
The Erie Times-News reports the news without regard for its own interests, always mindful to disclose potential conflicts, and identifying Times Publishing Company stockholders in any story in which they are included. The Erie Times-News does not give favored treatment to advertisers or special-interest groups.
The Erie Times-News reports matters regarding itself or its personnel with the same vigor and candor as other institutions or individuals. Concern for community, business or personal interests will not cause the newspaper to distort or misrepresent the facts.
5) - Independence, conflicts and gifts
The Erie Times-News and its staff will remain free of associations and activities that might compromise journalistic integrity or damage credibility.
The Erie Times-News and its staff shall be free of obligations to news sources and newsmakers, and avoid even the appearance of obligation or conflict of interest. Any unavoidable conflict must be disclosed.
Using one's position at the newspaper for preferential treatment in any matter, related or unrelated to the Erie Times-News, must be avoided. The Erie Times-News and its staff accept nothing of value from news sources or others, including, but not limited to: free or reduced-rate travel, entertainment, products and lodging. Expenses in connection with news reporting are paid by the Erie Times-News. Special favors or treatment given to the press are avoided. Books, CDs, videos, sent for review, should not be kept or sold by the reviewer, but donated to schools, libraries or appropriate nonprofit organizations. Sportswriters or event reviewers are permitted to attend covered or reviewed events for free. When dealing with meals, common sense and good manners should guide. A meal or drink with a new or old source might be perfectly acceptable with the understanding that they will be reciprocated later at a comparable rate when appropriate. Staffers, in most cases, may accept a meal ticket when covering political or civic events. (This does not preclude the acceptance of small, "token" gifts with little cost attached in which returning them is not practical or causes embarrassment to the giver, i.e., the Benedictines' annual gift of baked bread. Journalists are encouraged to be involved in their communities to the extent that such activities do not create conflicts of interest. Under no circumstances do reporters or editors cover organizations in which they are actively involved. 6) - Minimize harm
Ethical journalists treat sources, subjects and colleagues as human beings deserving of respect.
In a few simple words to live by, ethical journalists should:
· Show compassion for those who might be affected adversely by news coverage. Use special sensitivity when dealing with children and inexperienced sources or subjects.
· Be sensitive when seeking or using interviews or photographs of those affected by tragedy or grief.
· Recognize that gathering and reporting information may cause harm or discomfort. Pursuit of the news is not a license for arrogance.
· Recognize that private people have a greater right to control information about themselves than do public officials and others who seek power, influence or attention. Only an overriding public need can justify intrusion into anyone's privacy.
· Show good taste. Avoid pandering to lurid curiosity. Ask themselves: Is every graphic detail necessary to tell this story?
· Do not identify juvenile suspects except in special instances and with supervisor approval. Do not identify victims of sex crimes, also except in special instances (i.e., they are also murder victims; or they request their names be used).
· Be judicious about naming criminal suspects before the formal filing of charges.
· Balance a criminal suspect's fair trial rights with the public's right to be informed.
When in doubt, ask yourself if you would feel comfortable with an explanation of your professional behavior and methodology in a Page One story.
7) - Accountability
Journalists are accountable to their readers and to each other.
In a few simple words to live by, ethical journalists should:
· Clarify and explain news coverage and invite dialogue with the public over journalistic conduct.
· Encourage the public to voice grievances against the news media.
· Admit mistakes and correct them promptly.
· Expose unethical practices of journalists and the news media.
· Abide by the same high standards to which they hold others.
8) - Good Taste
The guiding policy in publication of news containing words potentially offensive to our readers is the exercise of good taste. The Erie Times-News is a family newspaper, and, where possible, obscene, vulgar, profane or otherwise offensive language should be avoided. (At times, deletion of an expletive will change the context of a paraphrased statement or falsely portray a person's intended attitude. However, any exception to this general policy must be approved by one's managing or executive editor.)
Demeaning slang, especially racial, ethnic, gender, sexual or religious slurs, should be avoided. When it is essential to convey that a person used vulgar language, consult first with an assigning or managing editor.
Gratuitous detail should be avoided in describing incidents of rape, attempted rape, indecent exposure, and lewd phone calls or remarks. Clinical stories about sex research also should be written and edited to meet these standards without altering the context of the stories.
Reporters and editors should avoid double entendres in stories and headlines.
9) - Identification of Race
The Erie Times-News does not identify race or ethnic background unless the information is relevant. It may be used in some circumstances, including:
· Stories involving politics, social action, social conditions, achievement and other areas where race can be a distinguishing factor.
· Where usage has sanctioned the description, i.e., black leader, Irish tenor, Polish wedding.
· Reporting an incident that cannot be satisfactorily explained without reference to race. However, the mere fact than an incident involves people of different races does not mean racial tags should be attached.
A person's race should not be mentioned in describing criminal suspects or fugitives unless the description is detailed enough to be meaningful. Sketchy descriptions are often meaningless, applying to large numbers of innocent people.
10) - Miscellaneous
Pre-publication review: Avoid any agreement implying a subject may clear a story for publication. If a subject requests a read back before publication, the reporter should politely refuse. Reporters should not agree to such requests as a condition for the interview. However, if the story deals with complex, technical information, reporters are not prevented from calling the subject to confirm the information was correctly understood, even if that requires reading back some passages.
It is permissible, particularly in sensitive stories, to read back to a source the quotes being used from that source in the story. Similarly, it is permissible to show portions of a graphic to help ensure accuracy.
Avoid disclosing to those outside the Erie Times-News when an article will be published, particularly stories of a sensitive or financial nature.
Personal relationships with sources: Reporters' and editors' personal relationships with sources or potential sources are sometimes unavoidable and generally do not reflect a conflict of interest. However, some personal relationships - familial, close friendship, romantic - do present a conflict of interest, or, at the very least, a potential conflict that can adversely affect the credibility of the reporter or editor and the Erie Times-News.
Such close relationships with sources must be disclosed to an assigning editor, managing editor or executive editor.
(Example: If the spouse of a reporter covering education is a teacher, generally no conflict exists. However, if the spouse is a school director, running for school director, or superintendent of schools, the conflict becomes obvious.)
Always let good judgment be your guide. When in doubt, check with a senior editor.

- Journalism does not belong to journalists. Neither does theology belong to preachers nor legislatures to politicians. All belong to a free people who should understand the First Amendment embraces the citizenry and its right to know. Defenders of the press should be mindful of their place. The press, of which journalism is only a part, was neither first nor alone when the Constitution was negotiated. Freedom of religion and freedom of assembly were equally enshrined. Journalists often forget their place in the First Amendment. They forget that men and women who fought for liberty had in mind the right of a lone pamphleteer to stand on the street corner with handbills, decrying the mayor. They forget the first concern of the First Amendment was freedom of religion - and freedom from an established church. The press must earn respect and affirm it every day. Lax practices - from the trivial story to the anonymous source - bore into credibility. Journalists need standards to report news with consistent fairness. Never forget, however, the lone pamphleteer.
